925.04 RULES AND REGULATIONS.
   The Director of Engineering, Utilities and Inspection is hereby authorized and directed to make such rules and regulations as he deems necessary for the safe, economical and efficient management and protection of the system, including, without limitation, regulations establishing the costs and front foot charges provided for in Section 925.02(a). Such rules and regulations shall have the same validity as ordinances of the City when not repugnant thereto or to the Charter of the City or the Constitution of the State of Ohio. Such rules and regulations shall be posted in the places prescribed by Council for the posting of ordinances for a period of not less than fifteen days prior to the taking effect thereof, except as may otherwise be provided by Council in an ordinance determining that such rules or regulations should take effect upon an earlier date. The rules and regulations applicable to the system and now in effect shall, except as they may be inconsistent with this chapter, remain in full force and effect until superseded by rules and regulations made pursuant to this chapter.
   If the Director of Engineering, Utilities and Inspection determines that any property has been connected either directly or indirectly to a water main in violation of the provisions of this chapter or the rules and regulations prescribed by the Director, the Director is hereby authorized and directed to disconnect such property from the water main until such violation ceases.
