In accordance with Article XV, Section 10 of the Constitution of the State of Ohio, and Sections 40 and 41 of the Municipal Charter of the City of Ashtabula, Ohio, appointments and promotions in the civil service of the City of Ashtabula shall be made according to merit and fitness, to be ascertained, as far as practicable, by competitive examinations. Pursuant to the authorization of said Article and Charter provisions, this Chapter governing Civil Service in the City of Ashtabula is hereby enacted.
