145.03 CIVIL SERVICE RULES
   (a)   The Municipal Civil Service Commission shall have the authority and responsibility to propose Rules for its own governance; for the conducting of competitive examinations for appointments and for promotions within the classified service; for exemption of positions from the competitive civil service in accordance with applicable State law; and for other matters reasonably
necessary to the execution of the Commission's responsibilities.
 
   (b)   No Civil Service rule or amendment to a rule shall be effective without the approval of a majority of the City Council.
 
   (c)   Upon receipt of proposed rules or proposed amendments to or additions of existing rules from the Commission, the City Council shall, within a period of sixty (60) days, either (1) approve the proposed rules as submitted, (2) approve the proposed rules with such amendments as Council may deem proper, or (3) disapprove the proposed rules as submitted. If Council takes no action within sixty (60) days of receipt of the proposed rules or amendments from the Commission, such rules or amendments shall be deemed to be disapproved.
 
   (d)   Nothing in the foregoing subsections shall limit the authority of Council to enact rules or amendments to rules upon its own initiative or at the request of the City Manager, with notice to the Civil Service Commission and an opportunity for the Commission to comment upon such enactment or amendment prior to passage.
 
   (e)   It shall be the duty of both the Chairman of the Civil Service Commission and the City Manager to each maintain a current and correct copy of the Civil Service Rules as amended. Such copies shall be public records of the City and of the Commission.
