(a) The Building Inspector shall have the power to stop the construction of any building or the making of any alterations or repairs to any building within the City where the same is being done in a reckless or careless manner or in violation of any City ordinance or law. The Inspector may, orally or in writing, order all persons in any way or manner engaged in constructing, altering or repairing any building to stop and desist therefrom.

(b) Any person who shall continue any work in or about the building after having been served with a stop order, except such work as he is directed to perform to remove a violation or unsafe condition, shall be subject to the penalty provided in Section 1311.99. Each day that a violation continues shall be deemed a separate offense.
