(a) When it is convenient for the City to perform a special service to remove waste for residents, other than during "pick-up week" within the City, the City shall assess or charge such rates as provided in Section 951.10.
(b) When it becomes necessary or desirable to use dumpster(s) to service accounts, such dumpster(s) shall be leased from the City at the following rate schedule effective October 1, 2018:
