(a) It is the intent of this chapter that each owner or tenant of a residential unit within the corporate limits of the City of Ashtabula shall make separate provisions for the collection and disposal of solid waste only with the City of Ashtabula, Ohio.
(b) It is the intent of this chapter that each owner or tenant of a commercial or industrial unit within the corporate limits of the City of Ashtabula shall make separate provisions for the collection and disposal of solid waste with the City of Ashtabula or with a properly qualified and certified City of Ashtabula licensed person, business, firm or corporation, as provided in Section 951.04.
(c) It is the intent of this chapter that there shall be no doubling up of service in which more than one unit uses a common container or containers, except as provided in Section 951.02.
