951.04 PERMITS; INSURANCE; LICENSE.
   No person, business, firm or corporation shall engage in or carry on the business of collecting, hauling and/or disposing of solid waste in the City unless an annual permit has first been secured from the City Manager's Office or designee. The cost of a permit for the collecting, hauling and/or disposing of refuse shall be determined by the Ashtabula City Manager subject to the approval of Ashtabula City Council.
   (a)   All persons, business, firms and corporations so licensed shall comply with all other provisions of this chapter, and in addition, each vehicle must carry Single Limit Liability Insurance in the minimum amount of one million dollars ($1,000,000.00), and such licensed entity shall provide a Certificate of Insurance for each permitted/licensed vehicles. Any such licensed entity's insurance carrier shall provide the City of Ashtabula with any and all insurance policy cancellation notices insofar as such notices pertain to any permitted/licensed vehicles under this section.
   (b)   Each refuse license issued pursuant to this section shall be issued on an annual basis, due and payable on December 31 of each year. It shall be the duty of each applicant of a refuse license to submit to the City each time a license is issued, and at other such times and in such other forms as the City Manager may direct, a certified list of all commercial and industrial customers serviced within the corporate limits of the City of Ashtabula.
   (c)   The City shall furnish a permit or plate for each licensed vehicle indicating the same of the City and a numerical identification. This identification must be displayed in a prominent position, readily apparent from the street side of each vehicle operating in the City of Ashtabula.
