(a) Any person or entity which finds it necessary to make street cuts and excavation and which does so pursuant to the requirements of this chapter shall mark such cuts and excavations in letters plainly visible which designated such cuts and excavations as having been done by such person or entity.
(b) A fee as provided in Chapter 1315 of the Building Code is payable at the time of application for any excavation, trench or other opening in any portion of any street, alley or other public right-of-way including sidewalk and treelawn area, or tunnel under such right-of-way.
