The provisions of this chapter shall apply only to persons, firms, or corporations which engage in the purchase of coins, jewelry, precious and semi-precious stones, and objects made of precious metals, as a business venture rather than for personal use. The provisions of this chapter shall not apply to purchases from a person, firm, or corporation that is a vendor engaged in the routine wholesale or retail sale of coins, jewelry, precious and semi-precious stones, and objects made of precious metals.
