In the case of the failure or refusal of any person to remove any of the structures, shrubbery, trees, and other obstructions prohibited by §§ 98.02 and 98.03 within the limit of time fixed by the notice provided for in those sections the city shall have the right to remove the structures, shrubbery, trees, and other obstructions at the cost of the abutting property owner or the owner of the land on which the obstruction is located.
