When at the time of completion of any improvement as defined in § 50.095, public sanitary sewer facilities of the city are not accessible within a distance of 200 feet from the property upon which such improvements have been made and thereafter such public sanitary sewer facilities do become accessible within such distance, the owner of such property shall be required to connect on to such public sanitary sewer facilities a suitable water closet toilet and such other waste and water drains as there are serving such improvements in accordance with the provisions of § 50.095, or shall be required to comply with the provisions of § 50.096, whichever is applicable.
