Subject to the provisions of § 50.096, the owners of all property within the city upon which there are located improvements consisting of any house or building used for human occupancy, employment, recreation or other purpose, and to which such property public sanitary sewer facilities of the city are or may become accessible within a distance of 200 feet thereof shall promptly, and in any case within a period of 120 days after notice from the city, connect to such sewer facilities, in accordance with the rules and regulations governing the sanitary sewer system of the city, a suitable water closet toilet and such bath tubs, laboratories, sinks and waste water drains as there are upon their respective properties in order that the contents thereof shall empty into such sanitary sewer facilities of the city.
