When authorized signs or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand, or park such vehicle during the hours so specified on the curb markings or signs. For the purpose of this section,
NIGHTTIME shall mean the hours of 9:00 p.m. until 4:00 a.m., although the prohibition may apply to a shorter period of time, so long as specified on the curb markings or signs.
