It shall be unlawful for any person upon roller skates or riding in, on, or by means of any bicycle, coaster, toy vehicle, or similar device to go upon any roadway, street, or sidewalk in the hereinafter described areas, except that bicycles shall be permitted only on roadways and streets in such areas, which are designated as follows:
(A) Central Traffic District; and
(B) County East Shopping Center.
