Any person violating this Chapter shall be subject to penalty as provided in Section 1-4-1 of this Code, and shall be liable for the actual damage done or caused. In addition, the Superintendent of the Water Department is authorized to terminate water service to any user who violates this Chapter or creates a condition which contaminates or threatens to contaminate the Village water supply.
