No such sidewalk shall be built unless the property owners fronting upon the street along which walk is to be built, shall agree with the Village President and Board of Trustees, and bind themselves to pay one-half (1/2) of the entire cost of building said walk; provided, however, that when any walk has been ordered built according to the provisions of this Chapter, any owner may be permitted to construct his portion of such walk of like materials and in the like manner as specified in the order laying such walk, and under the direct supervision and control of the President and Board of Trustees.
