No sidewalk shall be built in the Village unless petitioned for by the property owners owning not less than seventy five percent (75%) of the lineal frontage fronting upon such proposed sidewalk; and no sidewalk shall be built unless petitioned for as herein provided, nor unless so ordered by the Village President and Board of Trustees at a regular meeting of the Board of Trustees, and nothing in this Chapter shall be construed as creating an obligation upon the Village to build such sidewalk or walks.
