Every person riding a bicycle or an animal, or driving any animal drawing a vehicle upon any street, shall be subject to the provisions of this Chapter applicable to the driver of a vehicle, except those provisions which can have no application to one riding a bicycle or driving or riding animals; provided, that, except in business districts, bicycles may be ridden on sidewalks 1 .
