§ 44-147. CHEMICAL REQUIREMENTS.
   (A)   The admission into the public sewers of any of the following waters or wastes shall be subject to the review and approval of the Plumbing Inspector:
      (1)   Having a five-day BOD greater than 300 parts per million by weight;
      (2)   Containing more than 350 parts per million by weight of suspended solids;
      (3)   Containing any quantity of substances having the characteristics described in §§ 44-140 through 44-143, 44-145, and 44-146; or
      (4)   Having an average daily flow greater than 2% of the average daily sewage flow of the city.
   (B)   Where necessary in the opinion of the Plumbing Inspector, the owner shall provide, at his or her expense, such preliminary treatment as may be necessary to:
      (1)   Reduce the biochemical oxygen demand to 300 parts per million and the suspended solids to 350 parts per million;
      (2)   Reduce objectionable characteristics or constituents to within the maximum limits provided for in §§ 44-140 through 44-143, 44-145, and 44-146; and
      (3)   Control the quantities and rates of discharge of such waters or wastes.
   (C)   Plans, specifications, and any other pertinent information relating to proposed preliminary treatment facilities shall be submitted for approval of the Plumbing Inspector and of the State Water Resources Board, and no construction of such facilities shall be commenced until the approvals are obtained in writing.
