The City Council, by motion or resolution, may establish parking time limits or prohibit parking on designated streets or parts of streets and have appropriate signs placed on the streets. When the signs are in place, it is unlawful for any person to park a vehicle in violation of the sign. No such time limits shall be effective unless a sign is erected and in place at the time of the alleged violation.

No person shall park a vehicle on any street for a period of time longer than 24 hours. No person shall park a vehicle on any public parking lot owned or controlled by the city for a period of time longer than 72 hours; however, the city’s Business Manager may, under such rules, regulations, or directions as the City Council may establish, grant special permission for a person to park a vehicle on a public parking lot owned or controlled by the city for a period of time in excess of 72 hours. This section shall not affect parking limits established for shorter periods.

(A) The City Council is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property or to the owner of the vehicle, and shall grant to such person the privilege as therein stated and authorized herein. The City Council may revoke such permits at any time.
(B) It is unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit.
