To obtain approval of a proposed subdivision, the subdivider shall prepare and submit to the Planning Commission a sketch plat, a preliminary plat, and a final plat of the tract or parcel of land proposed to be subdivided, except as provided in § 15.40 and in §§ 30.10 through 30.50.
