The Planning Commission may, on written application by the subdivider, waive the requirement of a sketch plat, where the Commission determines that a sketch plat is not necessary for adequate consideration of a proposed subdivision. Such application shall include reasons for the requested waiver and state that the subdivider has conferred with the inspecting officer on design and improvement problems of the proposed subdivision.
