6-7-1: RULES AND REGULATIONS:
The following rules and regulations shall be adhered to in all park and playground areas within the corporate limits of the city. No person shall:
   A.   Write upon or mark or deface in any manner or use in any improper way any water closet, seat, fence or any property or thing pertaining to or in any park or recreation area in the city.
   B.   Bring or use any vehicle upon any portion of the park and recreation areas where such vehicles are prohibited from use.
   C.   Drive faster than the rate of twenty (20) miles per hour on the roadways in any of said parks and recreation areas. All state laws and city code provisions applying to vehicles shall apply to vehicles within the said park and recreation areas.
   D.   Break, cut, mutilate or injure, remove or carry away any tree, plant, shrub, fence or any property in or upon any park, recreation area, square or place in the city.
   E.   Use any abusive, threatening, insulting, indecent, profane or obscene language, calculated to occasion a breach of the peace, nor be guilty of any indecent act or behavior in the park and recreation areas.
   F.   Deposit, dump, throw or place any coal ashes, dust or rubbish in or upon any part of the park and recreation areas. Paper, garbage or refuse matter shall not be so deposited except in receptacles provided for that purpose. (Ord. 3340, 3-24-1966)
   G.   Bathe in any lake or pond in any of the park and recreation areas without the permission of the parks and recreation department. (Ord. 3340, 3-24-1966; amd. Ord. 6756, 8-27-2003)
   H.   Chase, kill, set snare for, catch or attempt to catch any rabbits, squirrels, birds, or any animal belonging to said park and recreation areas or kept therein. (Ord. 5530, 3-27-1991)
   I.   Apply any placard or advertisement of any kind in the park and recreation areas, nor shall any person distribute, cast, throw or place any handbill, pamphlet, circular, advertisement or notice of any kind, nor post, stencil or otherwise affix any notice, or bills, advertisement or other papers upon any structure or thing in or about the park and recreation premises except upon the express permission of the parks and recreation department.    J.   Set up any booth or table for the sale of any article whatever or vend from a vehicle in any of said park and recreation areas, except when authorized by the parks and recreation department. (Ord. 3340, 3-24-1966; amd. Ord. 6756, 8-27-2003)
   K.   Foul in any manner in any spring, stream, lake, pond or fountain in any of the park and recreation areas.
   L.   Play at games of chance or use any gambling device in said park and recreation areas. (Ord. 3340, 3-24-1966)
   M.   Unless by authority of the parks and recreation department, light, kindle or use any fire on any of said park and recreation areas except in those places provided for that purpose. (Ord. 3340, 3-24-1966; amd. Ord. 6756, 8-27-2003)
   N.   Bring any dog into any of said park and recreation areas, except when fastened or lead by a cord, string or chain sufficient to properly restrain the same.
   O.   Enter upon any portion of the park and recreation areas where persons are prohibited from going as indicated by sign, notice or fence.
   P.   Engage in any sport, game or amusement in said park and recreation areas except in such portions thereof as may be designated for this purpose. (Ord. 3340, 3-24-1966)
   Q.   Bring within, sell, give away, or drink any intoxicating liquors in the park and recreation areas except as a licensee or customer of a Class M or a Class P-1 license or pursuant to a special event permit all as authorized by title 4, chapter 4 of this Code.    R.   Make, countenance or assist in making any improper noise, riot, disturbance, breach of the peace or diversion tending to the breach of the peace in the park and recreation areas, or be guilty of any disorderly conduct therein, or collect with other persons, in bodies or crowds, for unlawful purposes, or for any purpose to the annoyance or obstruction or disturbance of other persons.    S.   Resist any employee or police officer of the Parks and Recreation Department in the discharge of his duty, or fail or refuse to obey any lawful command of any such employee or police officer or in any way interfere with or hinder or prevent any such employee or police officer from discharging his duty.    T.   The use and visitation of parks and recreation areas shall be between sunrise and sunset or upon completion of activities scheduled by the City of Alton Department of Parks and Recreation, whichever is later.
The use of the parks and recreation areas at hours other than those provided herein shall be with a special permit issued only by the City of Alton Parks and Recreation Department.
Parking of any vehicle is prohibited in all parks and recreation areas from the time of closing as set forth herein until sunrise. (Ord. 6983, 12-20-2006)
   U.   Operate any motor powered vehicle of any type in any portion of the park, recreation or playground areas of the City except upon those streets, paths or other specifically designated areas upon which the rules and regulations of the Parks and Recreation Department expressly authorize the operation of said motor driven vehicles.    V.   Bring or use a snowmobile or all-terrain vehicle upon any portion of park and recreation areas. (Ord. 4641, 9-23-1981)
   W.   Fish in any City park at any time except as permitted in Moore Park Lake and only in accordance with fishing regulations established herein.
      1.   Fishing shall be by pole and line only and only from the bank of the lake. (Ord. 5530, 3-27-1991)
      2.   Fishing shall be allowed only in areas specifically designated and marked by the Parks and Recreation Department employees.
      3.   No person shall fish before sunrise or after sunset, exact times to be determined by Parks and Recreation Department employees each day. (Ord. 5530, 3-27-1991; amd. Ord. 6756, 8-27-2003)
      4.   Fishing shall be permitted only for those persons who have a valid fishing license issued by the State of Illinois, except fishing licenses shall not be required of persons under sixteen (16) years of age or over sixty four (64) years of age.
      5.   No person shall fish through ice on the lake or when any ice is present on any portion of the lake.
      6.   No person shall clean any fish in any part of the Gordon F. Moore Park.
      7.   No person shall take more than a total of twenty five (25) bluegill or redear fish from the lake per day.
      8.   No person shall take more than six (6) channel cat from the lake per day. (Ord. 5530, 3-27-1991)
      9.   No person shall take more than one bass fish of length in excess of fifteen inches (15") per day and no person shall take more than three (3) bass per day of any size in accordance with IDNR-2006. (Ord. 6983, 12-20-2006)
   X.   Swim, dive or wade in the lake at Gordon Moore Park.
   Y.   Operate or use a boat, with or without a motor, at Gordon Moore Park. (Ord. 7028, 10-10-2007)
   Z.   Use bicycles, skateboards, rollerblades, roller skates or similar devices in or upon the amphitheater area and its related improvements in Alton Riverfront Park or in or upon any City owned fountain or improvements related thereto. (Ord. 7191, 4-28-2010)
   AA.   It shall be unlawful for any person not specifically authorized by the Alton Marina to be present on the riprap stone area from the east end of the riprap stone wall of the Alton Marina running parallel with the launch ramp connecting to the south end of riprap stone to the wall that runs parallel with the river connecting to the west end riprap stone wall that runs parallel with the city park/amphitheater connecting to the north end of the riprap stone wall running parallel with the Alton Marina parking lot which connects to the east riprap stone wall. The areas of limited access shall be clearly marked by the management of the Alton Marina. (Ord. 7292, 12-21-2011)
   BB.   It shall be unlawful for the owner of any dog to allow the dog to enter or remain in Hellrung Park or James H. Killion Park At Salu, whether restrained or unrestrained. Any dog found in Hellrung Park or James H. Killion Park At Salu may be taken by police or the animal control officer and impounded in accordance with section 7-12-6 of this code. This section shall not apply to any specially trained service dog while in the service of a handicapped person. (Ord. 7403, 5-14-2014)
