3-2-3: CITY ATTORNEY:
   A.   Appointment, Qualifications: The City Attorney shall be appointed by the Mayor, by and with the consent of the City Council. He shall be an attorney licensed to practice law in the State of Illinois and shall be a bona fide resident of the City. Nothing contained in this Section, nor in Section 3-2-2 of this Chapter, shall be construed to prohibit or preclude the City Council from employing outside counsel for special projects as they may deem fit from time to time.    B.   Duties: It shall be the duty of the City Attorney to prosecute all actions for violation of the provisions of this Code, to prosecute and defend any and all suits or cause of action of which the City may be a party and to represent the City in all matters before the Illinois Commerce Commission or any other judicial or quasi-judicial commissions where there is a possibility of an appeal to a court of record. He shall also, when necessary, assist the Corporation Counselor in the performance of his duties as are outlined in this Chapter. (1961 Code, § 2-45)
