3-2-2: CORPORATION COUNSELOR:
   A.   Appointment, Qualifications: The Corporation Counselor of the City shall be appointed by the Mayor, by and with the consent of the City Council. He shall be the official head of the Law Department and shall be responsible for its efficient operation. He shall be an attorney licensed to practice law in the State of Illinois and shall be a bona fide resident of the City. (Ord. 5315, 1-25-1989)
   B.   Duties: It shall be the duty of the Corporation Counselor to counsel and advise the City Council, the Mayor and heads of departments; to prepare or revise ordinances when so requested by the Council or any committee thereof; to prepare for execution all contracts and agreements of which the City is a party and shall approve as to form all such legal instruments; to give legal opinions upon any legal matter or question submitted to him by the Council or any officer of the City; and to assist the City Attorney in the prosecution or defense of all actions in courts of record or all courts of appeal, when necessary.
