12-3-3: INSPECTION OF IMPROVEMENTS:
Actual construction of all required improvements, except water, gas and electric, shall be inspected by competent and qualified personnel employed by and under the direction of the subdivider's engineer and shall follow the procedures specified in Section 12- 3-2 of this Chapter. Said inspection shall be complete to assure that all work complies with the approved engineering plans and specifications and these regulations.
   A.   Inspection: Actual construction shall also be subject to inspection by the Department of Public Works, or its duly authorized representative, with access being provided to allow for a complete and detailed inspection. Any deficiencies observed during such an inspection shall be forwarded to the subdivider in writing.
   B.   Engineering Tests: Either an independent testing laboratory, the subdivider's engineer or qualified personnel employed by the subdivider's engineer shall perform the required tests of this Title at the subdivider's expense. The subdivider shall direct the testing agent to mail or deliver results of required tests to the Department of Public Works immediately on completion of the test and no test results are to be withheld from the Department of Public Works.
