901.04 EXCAVATIONS BY PUBLIC UTILITIES; PERMIT; INSPECTION AND FEE; DEPOSITS.
   Any gas, railway, telephone, telegraph, electric light or like company which is occupying and using the streets or public grounds of the City under a valid franchise, before making any opening or excavation in any of the streets or public grounds of the City shall first file an application for a permit as provided for in Sections 901.02 and 901.03. If such permit is granted, the Director of Public Safety and Service shall direct one of the regularly appointed inspectors of the City to supervise and inspect the making of such opening or excavation and the refilling or repaving of the same. Such work must be done in the manner directed by the inspector. The company to whom the permit authorizing the making of such opening or excavation was granted, shall pay to the City the cost of such supervision and inspection, which cost shall be the prevailing rate for each City Inspector, for each inspector so employed from the time such opening or excavation is started until it is permanently completed. Each of the companies shall maintain a deposit with the Director of Public Safety and Service at all times of not less than one hundred dollars ($100.00) to be used by the Director in payment of the inspection provided for in this section. The Director of Public Safety and Service shall issue no permits to any of the companies named herein which fail to maintain such deposits.
