The Director of Public Safety and Service or his designee shall, upon the filing of an application as provided for in the preceding section, investigate the same, and if it is deemed necessary, issue a permit to the person filing the application authorizing such person to make the openings or excavations at the places, for the purpose, and at the time set forth in the application. Such person shall first pay to the Director of Public Safety and Service or his designee a permit fee as set forth in Chapter 117 - Fees for the opening or excavation.
