No person other than the proper duly authorized officers of the City shall make any openings or excavations in any street or public ground of the City without a permit to do so. Any such person desiring such permit shall file with the Director of Public Safety and Service a written application setting forth the location, kind, number, size of openings or excavations to be made and the time during which such openings or excavations are to remain open.
