725.01 LICENSE REQUIRED; SELLING UNLISTED GOODS PROHIBITED.
   No person shall offer for sale or sell any merchandise or articles not listed on the inventory filed in the office of the Mayor as provided in Section 725.02 or hold any sale specified by this chapter without obtaining the license required herein.

725.02 FILING INVENTORY; ISSUANCE OF LICENSE.
   Every person, before conducting a fire sale, wreck sale, bankrupt sale, closing-out sale, going-out-of-business sale or similar sale shall, no less than seventy-two hours before the beginning thereof, file in the office of the Mayor an inventory of any and all articles intended to be sold or offered for sale at such sale. Such inventory shall contain or have attached thereto a sworn statement that the articles contained on such inventory constitute the actual stock in trade of the person at the premises where such person has been doing business, that such articles have been owned by such person in doing business at such location for at least one month immediately preceding such sale, and that such articles were not acquired or brought to the location of such sale especially or purposely for such sale. Upon filing of such verified inventory and upon the Mayor's being satisfied that the sale is bona fide as represented and the inventory filed is true and correct, the Mayor shall issue a license for such sale.

725.03 LICENSE TIME LIMIT, REVOCATION AND SUSPENSION.
   A license issued as set out in Section 725.02 shall authorize the holding of such sale for a period of not to exceed sixty days and shall not be renewable. A license issued hereunder may be revoked or suspended by the Mayor upon proof of any violation of Sections 725.01 to 725.05 or for the conviction of the person holding such sale in violation of any State or federal law or any ordinance of this City in connection with the operation of such place of business, or upon proof of fraud in the operation of the sale or for any misstatement in the affidavit or inventory filed. 725.04 LICENSE FEE.
   Before issuing a license as required by Section 725.01, the Mayor shall receive from the person applying for such license twenty-five dollars ($25.00).
