(A) Composition. The Alhambra City Arts and Cultural Events Commission shall consist of five members. Members of the Commission shall serve without compensation.
(B) Appointment, term of office. All terms of office of all present members of the Alhambra City Arts and Cultural Events Commission shall expire at the second regular meeting of the Alhambra City Council in March of 2022. Each Councilperson, at that same meeting, shall appoint one member of the Commission.
(1) The term of office for each member of the Commission shall terminate annually on date of the second regular City Council meeting held in March of each year. Commencing on the date of the second regular meeting held in March, 2023, and annually thereafter, each Councilperson shall appoint one member to the Commission.
(2) No person appointed to the Commission shall serve more than eight consecutive yearly terms.
(C) Qualifications. All voting members of the Commission shall be either a resident of the city or a member of its business community; a member of a civic group; a professor, arts instructor or arts teacher; or a patron of the arts who is concerned about the City's Art in Public Places Program or city-sponsored cultural events programs.

When a vacancy occurs due to removal, resignation or other cause, such vacancy shall be filled for the unexpired term by an appointment made pursuant to § 2.35.030(B).

At the first meeting of the Commission after each annual appointment, the Commission shall organize by selecting one member to be president and one member to be vice president. A vacancy in any such office may be filled at any time during such year by action of the remaining members of the Commission.

The Commission shall maintain minutes of its meetings and shall keep full and complete records of its actions and decisions on all matters before it. The City Manager shall make available one city employee, who shall attend all meeting of the Commission and shall record and transcribe the minutes of such meetings and shall perform such other secretarial duties as may be required for the functioning of the Commission.

(A) Meetings, record, open to the public. Meetings of the Commission shall be held on an as-needed basis, and shall be subject to the requirements of the California Brown Act. All such meetings shall be open to the public.
(B) Rules and regulations. Except as hereinafter provided in division (D) or otherwise provided by City Council resolution, the Commission shall make and enforce its own rules and regulations with respect to its meetings.
(C) Quorum. A majority of the voting members of the Commission shall constitute a quorum for the transaction of business.
(D) Tie vote. In the event of a tie vote, the matter upon which such vote is being cast shall fail to pass.
(E) Resolution No. R2M5-5 is hereby rescinded in its entirety.
