The zoning regulations and districts as herein established have been made in accordance with a Comprehensive Plan for the purpose of promoting health, safety, morals and the general welfare of the City. They have been designed to lessen the congestion in the streets; to secure safety from fire, panic or other dangers; to provide adequate light and air; to prevent the overcrossing of land; to avoid concentration of population; to facilitate the adequate provision of transportation, water, sewage, schools, parks and other public requirements. They have been made with reasonable consideration, among other things, to the character of the district and its peculiar suitability for particular uses and with a view to conserving the value of buildings and encouraging the most appropriate use of land throughout the City. In interpreting and applying the provisions of this Title, they shall be held to be the minimum requirements of the promotion of the public safety, health, convenience, comfort, morals, prosperity and general welfare. It is not intended by this Title to interfere with or abrogate or annul any ordinance, rules, regulations or permits previously adopted or issued and not in conflict with any of the provisions of this Title or which shall be adopted or issued pursuant to law relating to the use of buildings or premises and likewise not in conflict with this Title, nor is it intended by this Title to interfere with, abrogate or annul any easements, covenants or other agreements between parties except, that if this Title imposes a greater restitution, this Title shall control.
