There are hereby adopted by the City the State traffic regulations, Vernon's Annotated Civil Statutes, article 6701d et seq., which regulations are adopted by reference as if fully set forth at length herein. Three (3) copies of said regulations shall be and remain on file in the office of the City Secretary. (1994 Code)
