3-4-1: ELECTRICAL CONTRACTORS:
   A.   License Required:
      1.   No person shall engage in the business of installing and/or repairing electrical wires, fixtures and appliances on or within any building or on any premises in the City for use in connection with electric light, heating or power without first having obtained a license as herein provided for by appearing in person or by proper agent at the office of the City Secretary and securing from him a master electrician's license.       2.   Before any applicant for master electrician or electrical contractor is considered, he shall show evidence that he has successfully passed the examination as prepared by the Southern Building Code of Congress, International, (Texas Standard Electrical Examinations). The City will continue to honor electrical certifications issued by the Valley Building Officials Association prior to the effective date of this amendment. (Ord. 11-15-94A, 11-15-1994)
   B.   License Fee And Bond:
      1.   Issuance; License Fee And Bond Requirements: No master electrician's license shall be issued except upon payment of a fee of twenty five dollars ($25.00) to the City Secretary together with the filing of a bond of one thousand dollars ($1,000.00), conditioned upon compliance with the ordinances of the City regulating electric wiring and apparatus 1 and the faithful performance of all contracts entered into for the installation of electric wiring and apparatus on or inside any building or any premises for use in connection with electric light, heat or power.       2.   Annual Fee: There shall be paid to the City an electrical license and inspection fee of twenty five dollars ($25.00) per annum on any business engaged in installing and/or repairing electric wires, fixtures and appliances in the City, which fee shall be collected from every person owning and operating any business engaged in the installation and/or repairing of electrical wires, fixtures and appliances in the City before an electrical license or renewal thereof is issued; which fee shall be paid annually in advance with each such license issued covering the calendar year for which it is so issued.       3.   License Renewal: Such license shall be renewed thirty (30) days prior to the expiration date. (1994 Code)
   C.   Right To Refuse License: The City Secretary is hereby authorized to refuse to issue a master electrician's license to any previous holder of one which has been revoked or to any person with which said holder is associated. Any parties so refused shall have the right of appeal to the governing body.
   D.   Conditions Of License; Expiration: Said master electrician's license shall entitle the holder thereof to engage in the business of installing wiring and apparatus on or inside buildings or on any premises for use in connection with electric light, heat or power within the limits of the City for the period of one year from the date of issue.
   E.   Compliance With Provisions: Any failure on the part of the holder of a master electrician's license to comply with the provisions of any ordinance of the City regulating electric wiring and apparatus 1 or to faithfully carry out the conditions of a contract for installing electric wiring and apparatus shall be deemed sufficient cause for the governing body to revoke said master electrician's license together with all rights and privileges thereunder and the forfeiture of the bond filed pursuant to the requirements of subsection 3-4-1B1 of this Section.
   F.   Bond Forfeiture: The amount realized upon the forfeiture of any bond over and above the expense involved in its forfeiture shall be expended in making the necessary changes in the electric wiring and apparatus found to be contrary to the electrical provisions of the City 3 or deficient in quality or other particulars as specified by the contract entered into and covered by the bond, and the unused balance, if any, shall be paid to the City Treasury.
