Whenever the Director of Public Safety or his designated representative pursuant to Section 959.03 causes any lot or parcel of land to be brought into compliance with Section 959.02, the City shall give notice, by regular mail to the owner thereof, at his address as it appears on the County Auditor's tax list, to pay the charge set forth in Section 959.04. In the event the same is not paid within thirty days after mailing, such amount shall be certified to the County Auditor for collection the same as other taxes and assessments are collected.
