Whenever the Director of Public Safety or his designated representative pursuant to Section 959.03 causes any lot or parcel of land to be brought into compliance with Section 959.02, the owner thereof shall be charged at the rate of thirty dollars ($30.00) per hour, with a minimum of one hundred dollars ($100.00) per lot or parcel of land.
