(a) Whoever violates or fails to comply with any provision of this chapter or any rules, regulation or order adopted pursuant thereto and authorized hereunder, where no other penalty is provided, is guilty of a minor misdemeanor. Each separate violation and each day of violation shall be deemed a separate offense.

(b) Whoever violates Section 951.13 is guilty of a misdemeanor of the fourth degree.
