(a) No person, or organization as defined in Section 501.11, shall place garbage or refuse out for collection by the City sanitation services unless that garbage or refuse has been generated at the premises where it is placed for collection.
(b) No person, or organization as defined in Section 501.11, being the owner, tenant, occupant or person otherwise having possession or control of premises located in the City, shall knowingly permit another to place garbage or refuse out for collection by the City sanitation services at such premises unless that garbage or refuse has been generated at such premises.
