The classes of users shall be as follows:
(a) "Domestic class" shall include all single or multiple unit residential accounts with domestic type wastewater only. A residence which includes a commercial establishment shall be considered a domestic account if the wastewater produced is primarily domestic in nature and the flow contributed by the commercial activities of the establishment is a secondary flow of the sewer connection and does not exceed the standards for standard strength wastewater.
(b) "Commercial class" shall include all nonresidential accounts that are not required to be in the industrial class. Transient residences shall be commercial accounts.
(c) "Industrial class" shall include all users who discharge to the City's wastewater disposal system liquid wastes resulting from the processes employed in industry or manufacturing, or from the development of any natural resource and any user whose average wastewater strength exceeds one and one-half times normal domestic sewage strengths in any of the parameters listed in 924.06(b)(2).
