(a) Every person having access to or who discharges sanitary sewage, industrial wastes, water or other wastes, either directly or indirectly into the sewage works under the jurisdiction of the City, shall be charged for the use of these works and for the treatment of their sewage.
(b) The sewer service charges shall consist of the base charge, volume charge, strength surcharge, and industrial waste surveillance charge as follows:
(1) Base charge. The flat rate fee charged to each account which covers the first 300 cubic feet of sewage used per billing period.
(2) Volume charge. The service charge based on the volume of standard strength sewage in excess of the first 300 cubic feet of sewage and charged to all accounts in addition to the base charge. Standard strength sewage shall include maximum strength as follows:

(3) Strength surcharge. The charge based on the pounds of chemical oxygen demand, biochemical oxygen demand and suspended solids in excess of the amount in standard strength sewage and charged to all industrial accounts in addition to all other charges. The strength surcharge shall be based on the cost of treating the excess quantities of waste measured in 100 pound units.
(4) Industrial waste surveillance charge. The industrial waste surveillance charge is a flat rate fee charged to each industrial user for months during which the City has analyzed his waste discharge. This fee, assessed in addition to all other charges, shall be utilized to defray up to one-half the cost of monitoring and analyzing point source discharges. The remainder of the cost is incorporated into the volume charge for industrial users.
(c) A separate account shall be established for each meter used to establish volumes of sewage flow.
(d) Monthly and Bimonthly Accounts.
(1) All domestic users shall be classified as bimonthly accounts.
(2) All industrial users shall be classified as monthly accounts.
(3) All commercial users contributing an average of less than 5,000 cubic feet per month shall be classified as bimonthly accounts.
(4) All commercial users contributing an average of 5,000 cubic feet or more per month shall be classified as monthly accounts.
