Costs incurred under Section 903.06 shall be paid out of the City Treasury on certificate of the Director of Public Service. Such costs shall be charged to the owner of the premises involved. If the City is not immediately reimbursed for such costs, the Clerk of Council shall certify to the County Auditor the costs incurred, including the cost of service or publication of notice and any reasonable administrative costs, together with a proper description of the premises, and such costs shall become a lien against such premises, shall be collected as other taxes and returned to the Municipality as provided in Ohio R.C. 715.261.
