In case the owner, agent, lessee or person in control cannot be found within the stated time limit, or if such owner, agent, lessee or person in control fails, neglects or refuses to comply with a notice to repair, the Director of Public Service shall cause such repairs to be made with the costs incurred therein being recovered in the manner prescribed in Section 903.07.
