Any person, firm or corporation who has qualified to perform work described in Section 753.01 by filing a certificate of insurance, shall before commencing any such work on any public right of way or public grounds, obtain a permit from the office of the Director of Public Safety, except that persons, firms or corporations engaged to perform tree work by the City or any public utility operating within the City, shall not be required to obtain a permit.
