Sec. 2. Local, preference.
   The City Council shall authorize local preferences for the purposes of awarding contracts for any improvements, materials, equipment, supplies, construction and professional services as defined in A.R.S. Title 32, Chapter 1, and any successor statute or amendment, so long as such preferences are not inconsistent with the Constitution or statutes of the State. (Gen. Elec. 12/1/81; Spec.
