351.15 REQUIREMENTS FOR STREET REPAIR AND STREET IMPROVEMENT OPERATIONS.
   (a)   Whenever the Department of Public Works is required to repair the streets or construct improvements on any street in the City, the Department shall post barricades at the ends of the streets or at the nearest intersections prohibiting vehicles from entering the streets during such repair or street improvement or construction process. The barricades shall be posted at least an adequate time prior to such repair or reconstruction operations commencing.
   (b)   During the street repair or street reconstruction operations, no person shall park or cause to be parked or permit to remain parked or shall abandon or leave unattended any vehicle on any street or portion thereof so barricaded.
   (c)   Any motor vehicle parked in violation of this section or found proceeding through the above mentioned barricades is hereby declared to be a public nuisance and may be removed from the street and impounded at such place as may be directed by the Chief of Police at the cost and expense of the owner thereof.
   (d)   The Commissioner of Engineering or his duly authorized designee at his discretion shall be responsible for the implementation of this section.
