351.07 UNATTENDED VEHICLE: DUTY TO STOP ENGINE, REMOVE KEY, SET BRAKE AND TURN WHEELS.
(a) No person driving or in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine, locking the ignition, removing the key from the ignition, effectively setting the parking brake, and, when the motor vehicle is standing upon any grade, turning the front wheels to the curb or side of the highway.
The requirements of this section relating to the stopping of the engine, locking of the ignition and removing the key from the ignition of a motor vehicle shall not apply to an emergency vehicle or a public safety vehicle.

(b) In any trial in the Municipal Court on a charge of leaving a motor vehicle parked and unattended on any street, alley or highway within the City without locking the ignition and removing the key from such motor vehicle, testimony that a motor vehicle bearing a certain registration plate was found in violation of subsection (a) hereof, and further testimony that the records of the registrar or the deputy registrar of Motor Vehicles for the State show that such registration plate was issued to the defendant, shall be prima-facie evidence that the motor vehicle was left in violation of subsection (a) hereof by the defendant or his authorized agent. A certified copy of such registration from the Registrar or Deputy Registrar shall be proof of such registration to the defendant.
(c) Police officers shall attach a summons to all motor vehicles stating the motor vehicle is parked and unattended in violation of the provisions of this section. The summons shall instruct the owner thereof to report to the Traffic Division office in regard to the violation.
