305.01 NINETY DAY TRIAL REGULATIONS.
   (a)   The Commissioner of Engineering is hereby authorized to adopt regulations:
      (1)   Designating the streets or parts of streets upon which there shall be no stopping, standing or parking of vehicles, or upon which there shall be standing, stopping or parking of vehicles for a limited time, or during certain hours;
      (2)   Designating streets upon which vehicular traffic shall move in only one direction;
      (3)   Closing temporarily any highway or portion of the same or restricting the use thereof when required by public safety or convenience;
      (4)   Prohibiting left hand turns or right hand turns by vehicles at designated intersections;
      (5)   Permitting angle parking in designated places;
      (6)   Designating stop street intersections; and
      (7)   Controlling traffic at intersections by traffic control signals.
   (b)   Such regulations shall be published in the manner in which ordinances are required to be published under the Charter and shall become effective five days after such publication and upon the erection of signs sufficient in number to apprise the ordinarily observant person of the existence of the regulation, shall continue in effect for a trial period of ninety days unless rescinded, and shall have the force and effect of ordinances. However, before adopting any regulation, the Engineering Commissioner shall notify, in writing, the member of Council from each ward which is to be affected by the proposed regulation. In the event the proposed regulation meets with the disapproval of the Councilman or Councilmen, such regulation shall not be adopted. Any such regulation may be rescinded by the Engineering Commissioner or by resolution of Council. Upon the termination of ninety days or prior rescinding of any such regulation, previous existing regulations imposed by ordinances, if any, shall be fully restored. (1967 Code §70.07)
