143.02 SERVICE OUTSIDE THE CITY.
   (a)   Contracts. The Board of Control of the City is authorized to enter into agreements with subdivisions, corporations or individuals outside the corporate limits of the City for use of the equipment and personnel of the Department of Fire of the City for the purpose of extinguishing fires. The subdivisions, corporations and individuals are to pay for each hour each piece of equipment and its personnel is away from its station; provided, however, that no such agreement shall be entered into with any subdivision, corporation or individual until all present indebtedness, if any, for such service heretofore rendered to the subdivision, corporation or individual is paid in full.
   (b)   Authority to Summon Equipment. In cases where the township trustees have executed a contract to obtain fire protection from the City for territory outside the corporate limits of the City and within a radius of five miles, the fire apparatus or equipment of the Department of Fire of the City may be summoned by the township trustees, or any authorized officer acting for the trustees, or persons residing in the territory given fire protection under the contract between the trustees and the City.
   In cases where property owners execute agreements with the City for fire protection of properties outside the City, the equipment may be summoned by the contracting parties or their agents.
   In cases where a village executes an agreement with the City for fire protection purposes, the fire equipment may be summoned by the Mayor, Fire Chief, members of Council or any other authorized officer acting for and on behalf of the village.
   Sending fire apparatus or equipment of the City outside of the corporate limits in all cases shall, however, be within the discretion of the Chief of the Fire Department of the City.
   (c)   Emergency Service. The Chief of the Department of Fire of the City is granted the right as an intercity courtesy to send trucks, equipment and members of the Department of Fire of the City to surrounding cities, villages or communities in the event of large conflagrations or emergencies, to any place outside the corporate limits of the City without charge, when in his discretion he deems it advisable.
