141.03 POLICE AUXILIARY UNIT.
   (a)   Establishment. There is hereby created in the Department of Police, a Police Auxiliary Unit, the members of which shall be appointed by the Mayor and shall serve so long as the Mayor directs or until any such member submits his resignation. The Police Auxiliary Unit shall assist and aid the regular Police Force of the City.
   (b)   Qualifications. The Police Auxiliary Unit shall be composed of deputy police auxiliary in a number not to exceed fifty qualified volunteers. The volunteers shall be not less than twenty-one years of age or more than fifty years of age at the time of appointment and shall have such other qualifications as the appointing authority may determine. At the discretion of the appointing authority, a screening board may be created to determine the qualifications herein mentioned. Such screening board shall consist of three members appointed by the Mayor, and the three member panel may consist of the Chief of Police, the training officer of the Department of Police and, after his appointment, the Captain of the Auxiliary Police Unit.
   (c)   Authority. The Police Auxiliary Unit shall have full police powers while on duty or while under the control and direction of the Chief of Police or his designated agent, but shall not carry firearms in any event, except when directed to do so by the Chief of Police. At the discretion of the Chief of Police, Auxiliary Police members may be regularly armed with any other type weapon. Its members shall perform only such police duties as may be assigned by the Chief of Police and then only when dressed in the prescribed uniform, and shall be available for any departmental emergencies as the Chief of Police may determine. Such duties shall be performed only within the corporate limits of the City or on property outside the City limits which is owned by the City.
   (d)   Supervision. Subject to the approval of the Mayor, the Chief of Police shall prescribe rules and regulations for the conduct, control and administration of the Auxiliary Police Unit. Each Auxiliary Police member's record shall be subject to inspection and review for approval at six-month intervals by the Chief of Police. A training officer shall be appointed for the Auxiliary Police by the Chief of Police. Members of the Auxiliary Police Unit shall obey all lawful orders of any member of the Department of Police. Within the Police Auxiliary Unit there shall be a Captain of the Auxiliary Unit who, subject to the orders and control of the Chief of Police, shall exercise supervision of the Auxiliary. The Captain shall be appointed by the Mayor and may be older than the maximum age provided. The Police Auxiliary Unit shall have such subordinate ranks to the Captain as the Mayor may determine which shall be appointed by the Mayor in the same manner as the Captain of the Auxiliary Police. All disciplinary action shall be for cause, require notice and hearing, and shall be administered by the Chief of Police. His decision may be appealed to the Mayor for final judgment. The Mayor shall have the discretion to hear the cause or may appoint a three-member board to hear the appeal and render final judgment.
   (e)   Uniforms. Subject to the approval of the Mayor, the Chief of Police shall prescribe the uniform to be worn by the members of the Police Auxiliary Unit. Any uniform thus prescribed shall be clearly distinguishable from the uniform worn by the regular police employees of the Police Department of the City. The City shall provide uniforms and the Chief of Police shall prescribe such equipment as he may deem necessary and proper.
   (f)   Bond. Each member of the Police Auxiliary Unit shall give a performance bond, liability bond for the carrying of weapons, and false arrest insurance.
   (g)   Worker's Compensation. The City shall contract with the Ohio Industrial Commission, pursuant to Ohio R.C. 4123.03, for coverage of each member of the Police Auxiliary Unit by Worker's Compensation.
   (h)   Compensation. All members of the Police Auxiliary Unit shall serve on the basis of one dollar ($1.00) per year, per man, compensation. (Ord. 85998. Passed 5-30-73.)
   (i)   YSU Police Officers. Officers of the Youngstown State University Police Department, appointed under Ohio R.C. 3345.04, are hereby made members of the City Police Auxiliary Unit for purposes of issuing traffic citations for illegal parking of motor vehicles in the Youngstown State University area (Spring and Elm Streets), under the terms and conditions of a written agreement between the City and Youngstown State University, and under rules and regulations prescribed by the Chief of Police and approved by the Mayor.
