135.01 PURCHASING RULES.
   There are hereby adopted rules and regulations for the purchase of supplies and equipment through the Central Purchasing Department. The rules and regulations shall be adhered to by all departments of the City in compliance with Section 26 of the Charter. Such rules and regulations are attached to original Ordinance 79-30 and made a part hereof as though fully rewritten herein. All purchases relative to legality and necessity shall be approved by the Central Purchasing Department, subject to mayoral review as to necessity. The Central Purchasing Department shall provide a written report to Council and the Mayor of all purchases not made in compliance with this section and Section 26 of the Charter. (Ord. 80-87.
